The Gram Scale Tournament. 20 years ago, a great war erupted among Storm Riders, started over the legendary Sky Regalia. In the aftermath, the Eight Regalia were damaged, and some of the Kings perished. Five years later, the remaining Kings and Riders decided that the world of ATs needed to be redesigned, so as to avoid another tragedy like the Gram Scale Tournament. So, the Kings went to the National Diet of Japan, in order to reform an abandoned town in Tokyo into a safe haven for Storm Riders, where the police would have no reason to arrest them, and they would have free run of the town, under rule of their leaders,the newly reformed and renamed "Royals".
The town in question, Kurohagane, was an industrial district in Tokyo, responsible for many of the neccessities of modern life before technology advanced and the town became obsolete. The town, which had no homes, and was scheduled for demolition, was spared it's fate, and became a sanctuary for the Storm Riders. In Kurohagane, there were sixteen special locations, eachwith a certain special trait that makes them important to the town. These would become the bases of the Royals, called the Thrones.
Now, fifteen years after Kurohagane became the city of Storm Riders, a new generation has risen, and eight new Royals have emerged. The sixteen locations have have each been modified to fit their respective Royal's preferences and riding style. The Parts War has been redone, and now the Royals act as a system of government, rather than just a title. Because of the neccessity of each Throne, the Kings shared a bond of peace, and exist interdependant of each other.
But, in the shadow of peace, a group of rebels has started to form, and seek to destroy the peace that has been found. These rebels are called the Infinity Movement, and are relentless in their hunt for chaos. So, in order to stop them, the Royals decided form their own organizations, resembling Genesis of old, to battle them. These four groups, each run by four Royals, became known as the Four Courts, Neo-Genesis, Noble Beast, Grand Aeros, and White Cross.
